The American Psychological Association Presents This Presidential Citation To Randy Phelps, PhD:
Whereas you have risen from humble beginnings in Texas to provide a lifetime of outstanding contributions to the practice of psychology; and
Whereas, since 1994 you have provided exceptional leadership within the American Psychological Association and APA Practice Organization, including deputy executive director for professional practice, and you have been essential to the development and promotion of psychology within the Veterans Administration Health System; and
Whereas, within your roles at APA you have provided wise counsel and invaluable support to many APA Presidents-which makes you a member of this President's "Knights of the Texan's Roundtable"; and
Whereas, you have dedicated yourself to effectively advocating for psychology at the state and federal levels by serving as president of the Houston Psychological Association and chair of the Texas Political Action Committee; and
Whereas, you have been an NIH-funded scientist and published significant works on families and professional psychology; and
Whereas, you have been recognized for your achievements through election as a Distinguished Practitioner of the National Academies of Practice and fellow of the APA, and recipient of APA's Karl Heiser Award for professional advocacy.
Now, therefore, the American Psychological Association and this President recognize and commend you for your outstanding contributions to the advancement of professional psychology by presenting this Presidential Citation.
