What Is the Committee of State Leaders & How Do I Become a Member?

The Committee of State Leaders (CSL) has been established by CAPP (the APA Committee for the Advancement of Professional Practice) in order to serve as an advisory group to CAPP to provide feedback about State, Provincial, and Territorial Association (SPTA) concerns and needs, to respond to special projects at the request of CAPP, to provide advisory input to the State Leadership Conference planners, and to assist SPTA leaders to become more involved in APA governance. The CSL is funded by CAPP and is comprised of members who are selected by State Leadership Conference participants in accordance with existing procedures.

The Committee serves as a resource to CAPP and the Practice Directorate in developing the State Leadership Conference; the Practice Directorate staff is charged with organizing or putting on the conference.

CSL is composed of 4 subcommittees:

  • Advocacy Mentoring - organizes programs and projects to encourage mentoring of SPTA leaders for state level advocacy.

  • Diversity - recommends to CAPP the group of Diversity Delegates to be funded to attend SLC and organizes programming to encourage ethnic diversity in SPTA leadership.

  • Awards - selects the annual State Leadership Award recipient.

  • Orientations - plans the orientation programs for the SPTA Presidents-Elect and Early Career Psychologists which take place on Saturday morning before the official start of SLC.

CSL is composed of 18 members:

  • 2 Federal Advocacy Coordinators (FACs)

  • 1 Diversity Liaison

  • 1 Early Career Psychologist Representative

  • 1 APAGS Representative

  • 1 Provincial Psychological Assoc. Representative

  • 1 Director of Professional Affairs Representative

  • 1 Division 31 Representative

  • 1 CAPP Liaison

  • 2 CESPPA Representatives

Responsibilities of CSL Members

CSL members must be available for committee business during the course of the year including:

  • several day & evening conference calls
  • attend two meetings (one at SLC and one at APA Convention)
  • prepare assigned full committee and subcommittee tasks and carry out agreed upon delegated activities

Elections and Nominations

The Chair-elect is selected by the members of the CSL.

At-Large Members and FACs are elected at State Leaders’ Town Hall Meeting.

The other representatives to CSL are appointed by their respective groups. All members volunteer to serve on the Committee of State Leaders and make themselves available for committee business during the course of the year.

Nominations

  • For Member-at-Large Positions – (2 vacant positions) Presidents, Presidents-Elect, and Immediate Past Presidents from the SPTAs can be nominated by any SLC participant. 

  • For Federal Advocacy Coordinators (FAC) – (1 vacant position) Only FACs from the SPTAs or Practice Divisions can nominate and only FACs from SPTAs or Practice Divisions may be nominated.  

  • The Committee of State Leaders strongly encourages nominations and self-nominations of leaders who can contribute ethnic diversity perspectives and/or gender balance to the Committee.

Please Note: All nominees for these positions must be present at the State Leaders’ Town Hall Meeting and will be invited to make a one- or two-minute statement in support of their candidacy.

Who Can Vote at the State Leaders' Town Hall & Elections?

Each SPTA is permitted one vote for each open position on the Committee of State Leaders. Only SPTA Presidents or Presidents-Elect who are present at the State Leaders’ Town Hall Meeting may cast one vote for each At-Large position. Only Federal Advocacy Coordinators may cast one vote for the Federal Advocacy Coordinator position. Absolutely no exceptions or proxies will be permitted.

Deadline for Nominations

All Nominations for the Committee of State Leaders must be submitted in advance or turned in at the SLC Information Desk by Sunday, March 11th at 2:00 p.m. No nominations will be taken from the floor.
